Dieses Recht gilt unabh\u00e4ngig davon, ob sich jemand nur vor\u00fcbergehend in Deutschland aufh\u00e4lt oder keinen festen Wohnsitz hat. Somit k\u00f6nnen auch Asylsuchende und Obdachlose bald ein sogenanntes Basiskonto er\u00f6ffnen. Der Bundesrat hat ein entsprechendes Gesetz gebilligt.<\/p>\n<p>Ablehnen darf eine Bank den Antrag des Verbrauchers nur dann, wenn dieser schon ein Basiskonto nutzt, die Bank ihm bereits ein Konto wegen Zahlungsverzugs k\u00fcndigte oder er eine Straftat gegen die Bank ver\u00fcbt hat.<\/p>\n<p>Durch das Konto sollen alle Menschen am Zahlungsverkehr teilnehmen k\u00f6nnen. Es erm\u00f6glicht grundlegende Finanzdienste: Hierzu z\u00e4hlen Ein- oder Auszahlungen sowie das Lastschrift-, \u00dcberweisungs- und Zahlungskartengesch\u00e4ft. Nicht umfasst ist das Recht, das Konto zu \u00fcberziehen.<\/p>\n<p>Das Gesetz verbessert zudem die Transparenz bei den Kontogeb\u00fchren. Banken m\u00fcssen Verbraucher k\u00fcnftig sowohl vor Vertragsschluss als auch w\u00e4hrend der Vertragslaufzeit \u00fcber die Entgelte informieren, die f\u00fcr die Kontof\u00fchrung anfallen.<\/p>\n<p>Kontoinhaber sollen durch die Neuregelung au\u00dferdem schneller und einfacher zu einem anderen Institut wechseln k\u00f6nnen.
