In diesen Kontext passt eine Entscheidung des Oberlandesgerichts (OLG) Rostock.<\/p>\n<p>Das Land Mecklenburg-Vorpommern m\u00f6chte die St\u00e4dte und Gemeinden des Landes beim Bau von Feuerwehrh\u00e4usern f\u00fcr Freiwillige Feuerwehren unterst\u00fctzen. Es sollen hierf\u00fcr Totalunternehmerleistungen f\u00fcr die Planung und den Bau von Feuerwehrh\u00e4usern f\u00fcr Freiwillige Feuerwehren im Land Mecklenburg-Vorpommern vergeben werden.<\/p>\n<p>Ein Planungsb\u00fcro klagte und gewann vor dem OLG. Fachlos- und Gesamtvergabe, so das OLG, stehen in einem Regel-\/Ausnahmeverh\u00e4ltnis. Eine Zusammenfassung von Fachlosen setzt voraus, dass die f\u00fcr eine zusammenfassende Vergabe sprechenden technischen und wirtschaftlichen Gr\u00fcnde nach umfassender Abw\u00e4gung \u00fcberwiegen.
